22 killed as heavy rain hits Panzhihua, China

Heavy rains and flooding hit Miyi County in Panzhihua, in the southwestern part of Sichuan Province, in China on Sunday killing 22 people. Thirty-eight others were injured and at least 7 others are still missing.

The strong storm dropped 177 mm of rain between 21:50 on July 26 and 8:00 a.m. on the next day. Over 100,000 people were affected. About 17,500 residents had to be evacuated from Jiangxi province where rain fell for four days.

At present, emergency rescue and disaster relief work is being carried out. Rescue workers are providing blankets while financial aid is being devoted to the area. In total preliminary estimates set damages at ¥225 million yuan (US$33 million) as houses, roads, bridges, and farmland were destroyed.

Last spring the province was hit by a 7.9 earthquake which left 68,636 dead and nearly 375,000 injured.

Parents arrested after putting baby on Craigslist

A couple from Vancouver, British Columbia, Canada has been arrested on charges of public mischief after listing their seven day old baby girl on the popular Internet classified ads website Craigslist.

The listing claimed that the baby was unexpected, “healthy and very cute”. It asked CAN 10 000 for the baby. It also listed a phone number belonging to a stolen cellphone, which was used to find the couple.

It was first noticed by a 62-year old grandmother browsing the website for furniture, who said “I was shaking, and I thought, ‘Come on, how did this even get through?'” The couple claimed that the listing, which has since been removed, was a hoax.

The father, Jeremy Pete, had a history of car thefts and evasion of police, while the mother, 23-year-old Bethany Granholm, had convictions of property theft, fraud and impersonation. The parents have now been released, but charges are still being considered. The baby has been placed in provincial care.

A suspected copycat incident occurred just four days later, also offering a seven-day-old baby girl for CAN 10 000 on Craigslist. This incident turned out to be a hoax, and no child was in danger.

Last week saw a similar incident in Germany, where a couple listed a seven month old baby on eBay. In this case the police have launched a child trafficking investigation, despite the parents’ assertion that the listing was a joke.

Heres The Best Exercises For Building Muscle

Not long ago I received an email from a frustrated individual who couldnt understand why he wasnt making any progress. In short, he wanted to know why he wasnt building any muscle – even though he was working out four to five times a week.

When I asked him where he got the idea that he need to workout that often, he replied that most the websites hed been to all listed a whole range of exercises, and that he needed to work out that often in-order to make sure he was using at least half of them.

Now call me simple, but dont dare call me stupid. The whole point of working out in the first place is to build muscle – and lots of it. How anyone can figure that you need to make sure you are doing every exercise every invented to make worthwhile gains is beside me.

If you want to know the K.I.S.S. method to building muscle faster than you ever thought possible, with the least amount of exercises, then keep reading because you are in for a pleasant surprise.

Heres the deal: Building muscle is more to do with intensity of effort, rather than the amount of effort. If you are working as hard as you should be to build muscle, than you dont need to perform very many exercises at all. That is of course if you are performing the best exercises for building muscle in the first place.

So what are the best exercises for building muscle? Well they might not be the ones you think they are. Forget all the pumping exercises like dumbbell flyes, concentration curls, lateral raises and the like, and start thinking barbell squats, bench presses, and barbell rows. The plain fact is that a hard set of barbell squats will do more to indirectly increase the size of your biceps, than all the concentration curls you could do until now and the end of time.

Now get this – because not one in ten guys lifting weights today does. You are trying to build muscle, and to build muscle you need build strength, and to build strength you need to work up to using some impressive poundage in the basic exercises. Nothing else will do.

If you think Im kidding about the need to increase the weight you lift in the basic exercises, than think again. Almost all the muscle youll ever build comes down to progressively lifting heavier and heavier weights in the basic movements. Basic exercises work more than one or two muscle groups, and because of that fact they tend to stimulate a great deal more muscle growth as a result.

So dont get hung up on isolation movements. Especially if you haven’t built up a foundation first. Focus on the basis exercises listed below instead:

1. Barbell Squats

2. Deadlifts

3. Barbell Rows

4. Chin ups

5. Parallel Dips

6. Bench Presses

7. Shoulder Presses

These are the exercises that will build your physique faster than you ever thought possible – and heres why. Squats will stimulate growth throughout your entire body – and you probably wont grow at all without them. Rows and presses will build your upper body fast, and do more indirectly for your arms than all the triceps extensions and concentration curls in the world.

You simply have to forget about making your workouts easier with pumping exercises so that you can workout more often without being sent to the emergency ward. Instead, focus on working out LESS, but making your workouts HARDER with basic movements, and heavier and heavier poundage. You wont be disappointed.

Ohio man arrested for cutting grass in public park

A 48-year-old man in Ohio has been arrested and is facing charges of obstruction of justice and disorderly conduct after refusing to stop cutting the grass at a local public park.

John Hamilton of Sandusky says on Thursday the grass in Sandusky Central Park was over 12 inches long. He decided to take up the task of cutting it after driving around his city and seeing how long the grass was in vacant lots and in public parks. He was also inspired by Toledo‘s mayor, who spent his time off cutting the grass in his local parks.

“I was only trying to save the city some money,” said Hamilton to FOX 8 in Cleveland. As Hamilton was cutting the grass, city workers attempted to stop him, showing him a list of lawns they were going to cut, including the one he was mowing. Hamilton told the worker to go cut another lawn while he finished cutting the one in Sandusky Central Park.

A short time later, police arrived on the scene and told Hamilton to stop cutting the grass. When he refused, police verbally warned him. When he refused a second time, police arrested him and charged him with obstruction and disorderly conduct. Police say that the trash was not removed from the lawn prior to him mowing it and his riding mower was throwing the debris onto the sidewalks and into the streets.

City officials call the incident unfortunate, but that they knew the grass would be an issue months before the growing season started. Officials say there are over 600 acres of park grass that needs to be mowed regularly, but that only three or four people are assigned the task due to city budget cuts. Officials also add that residents can adopt local parks in an effort to help maintain them, but Hamilton did not go through the process.

Hamilton appeared in court today where he pled not guilty.

“I am a citizen,” said Hamilton who added he had no regrets about the incident. “The only thing I’m worried about is…how am I going to tell my wife.”

‘Each makes the other more difficult to recover from’: University of Sussex professor L. Alan Winters speaks to Wikinews on trade, COVID-19, Brexit

Earlier this month, Wikinews spoke with University of Sussex professor of economics L. Alan Winters regarding the decision of the United Kingdom to leave the European Union (EU) in the 2016 Brexit referendum and the subsequent negotiations leading up to and following the EU–UK Trade and Cooperation Agreement of December, which he has researched extensively. In a call, a Wikinews correspondent spoke with Professor Winters about recent developments in UK trade policy to learn more about his observations.

Winters is professor of economics at the University of Sussex, as well as founding director and fellow of the UK Trade Policy Observatory (UKTPO). His career spans over 15 years, including as chief economist at the Department for International Development, director of the Development Research Group of the World Bank, CEO of the Migrating Out of Poverty Research Programme Consortium and advisor for the Organisation for Economic Co-operation and Development, the Commonwealth Secretariat, the European Commission, the European Parliament, the United Nations Conference on Trade and Development, the World Trade Organization and the Inter-American Development Bank.

Three reports where Winters is listed as an author were used as reference during the interview: “COVID-19 will reinforce the Brexit shock”, “The Costs of Brexit” and “Taking stock of the new UK-EU Trade and Cooperation Agreement: governance, state subsidies and the level playing field”.

Winters was awarded the title “Companion of the Most Honourable Order of the Bath”, styled C.B., on June 16, 2012 as part of the 2012 Birthday Honours.

Swiss reject single health insurance

24 of 26 Swiss Cantons rejected the proposal for a single health insurance system, in which premiums would be based on income and wealth. The vote on Sunday was the latest in a series of attempts to cut rising costs and ease the financial burden on citizens.

Around 71% of voters rejected the reform. Turnout was at about 46%, slightly above the Swiss average.

As expected, voters in the main German-speaking part of the country turned down the planned reform, which was supported by the centre-left but opposed by the centre-right as well as the business community, parliament and the government.

Opposition in the French and Italian speaking regions was less pronounced. The cantons Jura and Neuchâtel in the French speaking regions voted in favor of the proposed reforms.

Health insurance premiums are higher in southern and western Swiss cantons than in German-speaking areas.

The Swiss Interior Minister Pascal Couchepin said an important part of the Swiss Population appeared to be opposed to “a revolution” in health insurance but he said that he wanted current reforms currently under discussion in the Swiss Parliament to go ahead. He called on all sides, especially health insurers and the cantonal authorities, to make efforts to reduce spending on health insurance and aim for a greater cost efficiency. Currently Switzerland has 87 private insurers providing mandatory basic health care coverage for Swiss residents under a 1996 law. But costs have sky-rocketed. Over 100,000 people are not covered by health insurance due to non payment.

Opponents to the initiative argued that a single insurance system would lead to complacency and create a two-tier system, in which the wealthy would be the only ones available to afford to have additional private insurance coverage.

Supporters of the initiative said a single health insurer would increase the system’s efficiency and allow for annual savings of at least 300 million Swiss Francs (about $245 million) in administrative costs. Currently, the funding system is unbalanced, since many clients on low incomes use state subsidies to pay their premiums, according to the Green Party and the Social Democrats.

The initiative to unite all the insurance companies and introduce premiums based on wealth and income was the most recent in a series of attempts over the past ten years to reduce the public spending on health care. A proposal, similar to this recent proposal, to modify the funding system of the health insurance companies was rejected by 73% of voters in 2003.

Switzerland has the most expensive health system in Europe. Switzerland’s expenditure on health care was 11.6% in 2005, in front of Germany and France but behind the United States.
