Highway bridge in Minneapolis, Minnesota, collapses

The Interstate 35W Mississippi River eight-lane bridge in Minneapolis, Minnesota has collapsed on both sides of the highway over the Mississippi River during rush hour.

Previous reports indicated at least nine people had died, but Minneapolis police revised this to four during a 7:30 a.m. (local time) press conference. Tim Dolan, the Minneapolis Police Chief later stated that “several [adding to the four] people are confirmed dead at the scene,” but would not elaborate on how many. At least 79 have been injured and at least 8 are still missing, still believed to be in the rubble.

The road was busy with bumper-to-bumper traffic in four lanes when the entire 1907 foot (581 m) steel arch bridge collapsed. At least 50 cars were traveling on the bridge, including a school bus. The Red Cross said that 60 children were aboard a school bus, and that ten of those were admitted to a hospital.

The entire length of the bridge over the river collapsed at 6:05 p.m. CDT (UTC-5). The bridge, built in 1967, cleared the water level by 64 feet; the deck surface and pavement were considerably higher.

Reports say that people may be trapped in the water. Further, “many voids may contain survivors, but we cannot search those voids until it’s safe,” said Jim Clack, Minneapolis Fire Chief, during a press conference.

“One has died from drowning,” said a doctor from the medical center during an 8:00 pm press conference, who also said that so far 22 are in “yellow condition” and at least six are in “critical condition.”

Minneapolis officials have stated during an earlier press conference that “people are being sent downtown and all survivors are off the bridge. We are seeking help from the Red Cross.” and “[…]at least 60 children are receiving trauma care some with severe injures, some with minor injuries.”

Most of the injured have been received by Hennepin County Medical Center in downtown Minneapolis for medical treatment. Area hospitals are requesting all off duty staff and all Minneapolis ambulances to report. Residents are being encouraged to stay away from the area to let emergency crews do their work.

It is not known what caused the collapse, but there was construction being performed on the bridge’s road surface which included the use of jackhammers and the FBI has ruled out terrorism.

“Although it is much too early to make any determination of the cause, we have no reason at this time to believe there is any nexus to terrorism,” said Paul McCabe, an FBI spokesman.

In 2001 a stress inspection was done and Minnesota Department of Transportation stated that the bridge “should not have any problems with fatigue cracking in the foreseeable future.”

Typically an eight-lane bridge, the bridge was reduced to four lanes (two in each direction) during the current construction. The Minnesota Department of Transportation (Mn/DOT) had just announced overnight lane reductions on the bridge to one lane in each direction for the late evening hours of July 31 and August 1.

Massive blackouts hit Florida

Massive blackouts occurred throughout the US state of Florida shortly after 1:00 p.m. Eastern Time (18:00 UTC) on Tuesday afternoon. Out of the 4.4 million customers served by Florida Power & Light, Co. (FPL), about 680,000 residents were affected, with an additional two million-plus customers affected in other parts of the state. It is estimated that as many as four million customers throughout Florida were affected, with many different power companies losing control of their specific grids.

Power outages were reported as far south as the Florida Keys, on the original FPL grid, and as far north as Orlando and Daytona Beach, nearly 300 miles (483 km) away on the Progress Energy grid. Most of Miami-Dade and parts of Broward and Palm Beach counties suffered the worst outages.

FPL President Armando Olivera said that a disconnect switch failed at 1:08 p.m. at the automated substation west of Miami, and a piece of equipment that controls voltage caught fire about the same time. Neither failure by itself would have caused a widespread outage. The event at the utility’s Flagami substation consequently led to the rolling blackouts.

Originally the first failure was thought to have occurred at the utility’s nuclear plant at Turkey Point. It is still unclear how failure at this site spread, but with power turning off at the main Turkey Point location, which serves all of south Florida, FPL’s grid shut down as well. It contributed to a domino effect which ended up sapping energy from bordering grids all over Florida.

Police reported several people were stuck in the elevators of high-rise buildings in downtown Miami and several hospitals were running on backup power, although no injuries or fatalities have been reported. The blackouts caused major traffic jams and a few accidents, but the original outage was contained shortly after it occurred. All customers affected had power restored to them by 6:30 p.m. (23:30 UTC).

Pakistani parliament passes bill for transgender rights

On Tuesday, Pakistan’s parliament passed a bill at Islamabad’s National Assembly which granted transgender people various civil rights. The bill, “Transgender Persons (Protection of Rights) Act”, which was presented by Pakistan Peoples Party’s lawmaker Naveed Qamar, was approved by the senate in March, and now awaits signature of the president Mamnoon Hussain.

The bill ensures people have the right to identify themselves as male, female or as “third gender”, also known as khawaja sira in Pakistan. This identity choice is to be reflected in the National Database and Registration Authority, as well as other official documents like passports and driving licence.

Per the bill, transgender people can now cast votes, run for election, have the right to assemble, and can obtain loans for business startups. They are also eligible to inherit property per their identified gender. Transgender people are to be no longer discriminated at school, working place, for medical services, public transportation facilities, by their employers, or at private business. Separate confinement areas, jails and prisons are to be established for transgenders. Anyone found guilty of forcing transgenders to beg is to face a six-month prison term as well as 50 thousand rupees fine.

The legislation was sent to and later approved by the Council of Islamic Ideology, a government advisory body. Lahore-based activist Mehlab Jameel, who was involved in writing the bill, said the Council of Islamic Ideology “appreciated that the bill included directions on inheritance in accordance with Shari’a” law.

Last year, transgenders were included for the census count for the first time. Mehlab Jameel said, “the definition of ‘transgender’ […] was basically based on genitals” in the initial draft of the bill, written last year.

Speaking to National Public Radio, Jameel said, “This kind of development is not only unprecedented in Pakistani history, but it’s one of the most progressive laws in the whole world.” Human Rights Watch has reported at least four deaths of transgenders in the country since the beginning of 2018, and at least 57 transgenders were killed in Pakistan since 2015. Pakistan’s —reportedly— first transgender news anchor and activist Marvia Malik told Images the transgenders “are forced to dance and beg because they have no other means to make ends meet.” “My trans friends who have masters degrees don’t have jobs which is why they end up on streets or become sex workers”, Malik added.

The draft for the policy to implement this bill is not yet prepared. From the date the bill was approved, President Hussain has ten days to sign the bill or reject it.

UK Parliament to vote on tuition fee rise on Thursday

The controversial plan to raise university tuition fees in England and Wales will be voted on in the House of Commons on Thursday, December 9. The policy has been the cause of protests across the United Kingdom by students, some of which have turned violent. It has also been a source of considerable criticism and political difficulties for the Liberal Democrats and has raised questions as to the long-term viability of the Coalition government.

The new policy on tuition fees will allow universities to double the current tuition fees from £3,290 per year to around £6,000 per year, as well as allowing some universities to get special approval from the Office For Fair Access (OFFA) to raise their fees to £9,000 per year. If passed, the new fee structure will apply starting in the academic year of 2012/2013. The vote on Thursday will only be on the fee rise, with other matters being voted on in the new year following publication of a new higher education white paper.

In addition to increasing fees, the policy will increase the payment threshold at which payment is made. It is currently set at £15,000 and will rise to £21,000, but the interest rate will also rise. It is currently 1.5% but will now vary from between 0% and 3% plus inflation (using the Retail Price Index).

The fee increase follows the publication of an independent review by Lord Browne, former chief executive of BP, a process started by Peter Mandelson, the former Business Secretary. Before the election, two main options were mooted for funding reform in higher education: either an increase in tuition fees or a graduate tax. The Browne Review endorsed the former and the findings of the Review form the basis of the government’s policy. The graduate tax was supported by the Liberal Democrats before the election, and in the Labour leadership elections it was supported by Ed Balls and the winner of the leadership election, Ed Milliband.

Conservative members of the Coalition intend to vote for the reform, and the Labour opposition have been vociferous critics of the rise in fees, despite the previous government’s introduction of top-up fees. The Liberal Democratic members of the Coalition have been left in a politically difficult position regarding the fee hike and have been target of much criticism from protesters. Liberal Democrats have opposed the rise in tuition fees: their party manifesto included a commitment to ending tuition fees within six years, and many signed a pledge organised by the National Union of Students to not vote for any increase in tuition fees.

The Coalition agreement allows Liberal Democrats to opt to abstain on votes for a number of policies including tuition fees. Many Liberal Democrats are expected to abstain, and a few MPs have stated that they will vote against it including former party leader Sir Menzies Campbell, and the recently elected party president Tim Farron, as well as a number of Liberal Democrat back-benchers. Liberal Democrat party leaders have said that they will act collectively, but the BBC have said senior Liberal Democrats have admitted in private that government whips will not be able to force all Liberal Democrats to vote for the policy.

On Tuesday, the Liberal Democrats parliamentary party will meet in the Commons to decide on their collective position. If all ministers decide to vote for the policy, it will probably pass, but if only cabinet ministers (and maybe parliamentary private secretaries) vote for the policy, there is considerable risk of it not passing. If the Coalition does not manage to get the policy through Parliament, it will fuel doubts about the continued effectiveness and viability of the government.

How deputy prime minister Nick Clegg and business secretary Vince Cable vote has been of considerable controversy. Although under the Coalition agreement, they are allowed to abstain, suggestions of doing so have prompted criticism. It was suggested last week that Cable may abstain even though as business secretary he is directly responsible for higher education policy, and has been heavily involved in designing the proposals. Cable has said that Liberal Democrat support of the tuition fee changes has allowed them to push it in a more “progressive” direction.

Cable has now decided that he will vote for the policy, and argues that the policy has “a lot of protection for students from low income backgrounds and graduates who have a low income or take time out for family”. He also believes “there’s common consensus that the system we’ve devised is a progressive one”.

“Dr Cable has performed so many U-turns over the issue of university funding that he is spinning on his heels,” said National Union of Students president Aaron Porter. “That may stand him in good stead with the Strictly Come Dancing judges but the electorate will see it differently.”

Former deputy prime minister John Prescott joked on Twitter that “On tuition fees we’ve noticed Vince Cable’s remarkable transformation in the last few weeks from stalling to Mr In Between”—a reference to a previous attack Prescott made on Gordon Brown as having transformed from “Stalin to Mr Bean”.

On Question Time this week, Liberal Democrat treasury secretary Danny Alexander also confirmed he is prepared to vote for the policy but delegated the question to the meeting of Liberal Democrats on Tuesday.

The politics of the tuition fee debate may also affect the by-election taking place in Oldham East and Saddleworth following the removal of Phil Woolas, where Liberal Democrat and Conservative candidates will both be standing for the first by-election following the formation of the Coalition government.

Opposition to the policy has become the focus for a large number of protests across the country by both current university students, many school pupils and political allies of the student movement.

On November 10, between 30,000 and 52,000 protesters from across Britain marched through central London in a demonstration organised by the National Union of Students and the University and College Union, which represents teachers and lecturers in further and higher education. At the November 10 protest, a number of people occupied Millbank Tower, an office block which houses the Conservative Party. Fifty people were arrested and fourteen were injured. NUS president Aaron Porter condemned the attack and said it was caused by “those who are here to cause trouble”, and that the actions of a “minority of idiots” shouldn’t “undermine 50,000 who came to make a peaceful protest”.

Following the November 10 march, other protests have taken place across the country including an occupation at the University of Manchester, a sit-in at the John Owens Building in Manchester, and a demonstration at the University of Cambridge. A protest was also run outside the offices of The Guardian where Nick Clegg—who was giving a lecture inside the building—was executed in effigy while students protested “Nick Clegg, shame on you, shame on you for turning blue” (blue is the colour of the Conservative Party).

On November 24, a large number of protests took place across the country including a mass walk-out from universities and schools organised on Facebook, numerous university occupations, and demonstrations in Manchester, Cambridge, Birmingham, Leeds, Brighton and Cardiff, and a well-publicised occupation of University College London.

In London, a protest was planned to march down Whitehall to Parliament, but police held protesters in Trafalgar Square until they eventually broke free and ran around in a game of “cat and mouse” along the side streets around Charing Cross Road, Covent Garden and Picadilly Circus.

Simon Hardy from the National Campaign Against Fees and Cuts described the police response including the controversial ‘kettling’ of protesters as “absolutely outrageous”. Green MP Caroline Lucas raised the police response including the use of kettling in the House of Commons and stated that it was “neither proportionate, nor, indeed, effective”.

On November 30, protests continued in London culminating in 146 arrests of protesters in Trafalgar Square, and protests in Cardiff, Cambridge, Newcastle, Bath, Leeds, Sheffield, Edinburgh, Liverpool, Belfast, Brighton, Manchester and Bristol. Protesters in Sheffield attempted to invade and occupy Nick Clegg’s constituency office. Occupations of university buildings started or continued at University College London, Newcastle University, Cambridge University and Nottingham University, as well as council buildings in Oxford and Birmingham.

A “day of action” is being planned on December 8, the day before the Commons vote, by the National Union of Students.

Dozens dead after bus accident in Cameroon

At least thirty people are dead in Cameroon after a bus rolled over, reports say. The accident happened on Saturday near the city of Bafia, 135 kilometres or so north of the capital Yaounde.

The accident happened when the bus lost control, rolled down a hill into a ditch, and broke in half. Officials say the death toll may increase.

Traffic police official Fifen Idrissou told the Agence France-Presse news service: “At the scene we’ve identified around 30 bodies but the death toll could be much greater given that some of the injured evacuated before we arrived reportedly died. The bus lost control […] 200 metres further on the bus hit a ditch. It rolled over several times,” he said.

It wasn’t immediately clear how many people were aboard the bus when it crashed.

40 million credit cards compromised

MasterCard International announced Friday that multiple instances of fraud have been tracked back to CardSystems Solutions, Inc., a company that processes credit card transactions and other payments. Customer names, banks, and account numbers of up to 40 million cardholders have been exposed, of which about 13.9 million are MasterCard-branded cards, the company said. Visa and American Express cards were also affected.

“The breach appears to be the largest yet involving financial data,” said David Sobel, of the Electronic Privacy Information Center.

CardSystems issued a statement late on Friday that said it learned of the potential breach 26 days ago, but that the FBI told the company not to advise the cardholders nor the public at large. CardSystems also said their statement had been vetted by the FBI.

A spokesperson for the FBI said that the agency had asked CardSystems not to disclose information that could compromise the investigation, but that it had not asked CardSystems to fail to disclose the breach at all.

Michael A. Brady, C.F.O. of CardSystems, told the Associated Press that “we’re absolutely blindsided by a press release by the association,” when speaking of MasterCard’s release. A MasterCard spokesperson said that the company was obligated to inform its customers of the breach.

MasterCard spokesperson Sharon Gamsin said that CardSystems was hit by a virus-like computer script that stole customer data for the purpose of fraud. She said MasterCard does not know how the script got into the CardSystem network.

Sobel said this theft “indicates that this is a shadowy industry where the consumer never really knows who is going to be handling and using their personal information. Presumably, the affected consumers thought they were dealing with MasterCard.” Having a third-party process credit card transactions is common practice in the industry.

With the cost of providing a professional medical service to American families rising, it is not surprising that many people are looking for an affordable health care provider. Increasingly, workers are finding themselves on the receiving end from their employers who are reducing the services provided or passing on the increases. It was not that long ago that I had a fantastic health plan but all that has changed. The first we knew about it was when the company called a meeting informing of some changes including the switch to a cheaper health care provider.The excuse was that they were trying to ensure the new package would help everyone in the company. Many people I have spoken to are happy with the new insurance and that I am just as well provided for. I don not mind other workers benefiting but it costs me more now, almost twice as much more to have my family covered in the plan. OK, so many other people benefit, including my company, but my paycheck is considerably lighter now that the premium has doubled to keep my family on the policy.I liked the previous company and so far I am not as impressed with the new one although the health care plan does not seem that bad. The new affordable health care plan initiated by my company meant that certain workers found themselves a lot worse off financially with additional co-pays and expenses. You see, four years ago, I gave birth to a little girl and of course my old insurance paid for the whole of my hospital stay. Compare this to the new health care plan and I would be out of pocket by over 4,000 dollars.You also have to bear in mind that this additional expense is just the hospital bill and does not include the additional work fees I must now pay. The availability of affordable health care plans is on the increase which should help those less fortunate. Those less fortunate can now get free health care more readily and workers without health care are able to join special schemes. In principle, these plans are a good thing but there are always those that misuse it making the situation difficult for genuine cases.For many people desperately trying to improve their situation these affordable health care plans are a life-line but to others they are just an easy option. I get annoyed because it is the upright taxpayer who has to finance these schemes for the needy and not the state. By switching providers, it was my company that realized the true advantages of this low cost option and a number of employees. Having a reduced income seems to be the result of these work changes with only the company truly benefiting. We have a responsibility here in America to providing some sort of affordable health care for those that need it most.

Major magnitude 6.3 earthquake strikes central Italy

According to the United States Geological Survey (USGS) a major moment magnitude 6.3 earthquake has struck Central Italy at 3:32 a.m. local time with a 4.8 aftershock about an hour after. Earlier reports from the USGS had said the quake was a 6.7. Italy’s National Institute of Geophysics registered the quake at a Richter magnitude of 5.8.

The epicenter was registered 95 kilometres (60 miles) Northeast of Italy’s capital of Rome. It registered a depth of 10 kilometres (6.2 miles). At least nine aftershocks, with the highest being a magnitude 4.8, have shaken the area since the initial earthquake.

At least 150 people have been killed in the region and officials say the death toll is likely to rise. According to the RAI (Italian public broadcasting service) and press agencies, at least 1,500 people have been injured. No less than six people, four children, and an elderly woman, are reported to have been killed in a building collapse in L’Aquila, where most of the shaking was felt and at least six students are trapped beneath the rubble of a partially collapsed college dormitory. The USGS says nearly 70,000 people live in L’Aquila, with hundreds of thousands more people residing in the surrounding areas.

Several buildings are reported to be collapsed or damaged in the city, including a church and school. The BBC reports the area as “hard hit.” BNOnews reports that there are thousands of buildings damaged or collapsed in the region. Reports say as many as 50,000 houses and buildings have been destroyed, leaving thousands of people homeless. The mayor of L’Aquila, Massimo Cialente, declared that Onna fraction, a small conglomerate of houses near the capital of Abruzzo, was completely destroyed.

Prime Minister Silvio Berlusconi has declared a state of emergency for the region, and is returning to Italy to coordinate the relief operations. The Minister of the Interior, Roberto Maroni, is also travelling to L’Aquila to offer collaboration from the government.

Israeli Foreign Minister Avigdor Lieberman contacted Italian Foreign Minister Franco Frattini to offer the assistance of Israel’s natural disaster SAR teams.

This is the deadliest quake in Italy since November 23, 1980, when nearly 3,000 people were killed in a magnitude 6.8 earthquake that struck Southern Italy in the Irpinia region. At least 10,000 were injured with over 300,000 being left homeless.
