Purchasing a used car can be a risky proposition for a variety of reasons. For starters, unless you buy a certified used car, then you really have no idea how well of a condition the car is in and even if you buy a used car from a dealer, you can’t be sure that the car won’t die the minute you sign the contract. Another issue is false mileage readings and previous accident history. Although there are services that can help you address this problem, you need to make sure you are aware of them and use them. To help you, I’d like to tell you step by step how you can decrease your chances of getting ripped off and increase your chances of finding the used car of your dreams.

The two most common places to buy a used car are at car dealerships and in newspapers, although eBay is becoming very popular as well. If you are dealing with a private owner, you should always ask for a CARFAX vehicle history report, which will tell you the vehicle’s mileage and accident history. If the owner is unwilling to show this to you, then the chances are very high that they have something to hide, at which point you should walk away. Most car dealerships will offer this without any hassle, but again if they refuse, then you need to walk away.

The second thing that you need to do is to try and trace the owner history as far back as possible. Knowing how many owners have owned the car will be great help in making your decision. If there have been a lot of owners, then it will be difficult to know the overall condition of the car or could signify the car has had a history of problems. If a vehicle has had very few owners then it is much more likely to have been treated well and sold in good condition.

If you are buying from a private owner, you will definitely have a hard time getting a warranty from them, but you can always purchase an aftermarket warranty from another company. However, at a minimum you want to make sure they have kept and maintained vehicle service records. Car dealerships often provide a minimum of a 1 year warranty, although often you can find one up to 3 years. Try to find a car with the longest warranty possible in the event that there is a hidden problem.

Lastly, make sure you check the used vehicle’s value in the Kelly Blue Book, which should offer both private and dealer values. You are much more likely to get a fair price if you know what the car is worth beforehand.

Buying a used car can definitely be a very risky proposition if you don’t know what you are doing, but if you are armed with the tools necessary to do it right, then you are much more likely to end up with a steal rather than a dud.

Four dead, at least 15 injured after gunman opens fire at fitness center in Bridgeville, Pennsylvania

Four people have been shot and killed and at least 15 wounded when a gunman opened fire inside a LA Fitness center in Bridgeville, Pennsylvania. The gunman was among the dead.

Reports say the man walked into a dance room where an all-female Latin dance class was in session, turned off the lights and began to shoot people. CNN reports that the gunman was a “middle-aged white male.” One witness said he was carrying a duffel bag, which he put down before shooting into the crowd. After opening fire, he turned the gun on himself. At least 30 people are reported to have been in the room at the time of the shooting.

Allegheny County police Superintendent Charles Moffatt said, “I’ve never seen nothing quite like this. It was very chaotic. […] There’s a good belief that the shooter is deceased.”

Collier Township Police Chief Tom Devin stated that the police, “believe the shooter committed suicide at the scene but we’re not positive.” Police report that the shooter’s motive may have been a domestic dispute with one of the exercisers.

Mike Hentosz, a witness who was inside the gym, said, “I feel like it’s a dream. I don’t know what to think of it.” A woman participating in the class, Nicole, said that 10 minutes into the class, “a middle-aged white male walked into the class. He had a big gym bag. […] He looked out of place in a class full of women.” When he began firing, she reported, she ran out of the gym and escaped in passerby’s car.

UK clarifies foreign, domestic response to cost of living crisis

Wikinews received clarification earlier this month from the United Kingdom Department for Business, Energy and Industrial Strategy (BEIS) regarding the government’s response to the cost of living crisis following the Russian invasion of Ukraine.

The UK anticipated Russian action against Ukraine for several months, and has coordinated a response with NATO and the European Union. Many “swift retributive responses including an unprecedented package of sanctions” promised in January were imposed after the Russian invasion began in February.

They now include “financial, trade, aircraft, shipping and immigration sanctions” to urge Russia “to cease actions which destabilise Ukraine, or undermine or threaten the territorial integrity, sovereignty or independence of Ukraine.” Most recently, it includes a commitment made by Business Secretary Kwasi Kwarteng Tuesday to phase out Russian oil and natural gas in the UK by the end of the year.

The announcement came the same day United States President Joe Biden announced a ban on imports of Russian oil, coal and gas.

However, a UK government spokesperson told Wikinews: “We cannot have a cliff-edge where oil and gas are abandoned overnight. Turning off the taps would put energy security, British jobs and industries at risk and we would be even more dependent on foreign imports.”

The European Commission was more cautious, planning to cut Union dependence on Russian imports by two-thirds this year, before ceasing altogether “well before 2030”. But whereas Russia supplies 40% of the EU’s natural gas, much of the UK’s energy is produced domestically.

The spokesperson contrasted the British situation with that of the EU: “Our single largest source of gas is from the UK Continental Shelf and the vast majority of imports come from reliable suppliers such as Norway.

“There are no gas pipelines directly linking the UK with Russia. Imports from Russia made up less than 4% of total UK gas supply in 2021.

“Ministers and officials continue to engage constructively and regularly with energy intensive industries and our priority is to ensure costs are managed and supplies of energy are maintained.”

A government FAQ published February 25 adds the UK has three liquefied natural gas (LNG) terminals, while Germany has none. The fact sheet urged “European countries on the continent reduce their reliance on Russian gas both through alternative supplies, including the global [LNG] market”.

A press release from Tuesday specifically named Vladimir Putin, Russia’s president, and called the invasion “illegal”. The spokesperson said: “We continue to monitor the impacts that Putin’s unprovoked invasion of Ukraine is having on the cost of living in the UK, so we keep our approach under review.”

The release asserted Russian oil “is already being ostracised by the market”. And in any case: “In a competitive global market for oil and petroleum products, demand can be met by alternative suppliers. We will work closely with international partners to ensure alternative supplies of fuel products.”

But high inflation, already associated with the rising cost of petrol, has seen prices rise in all key areas. Before the Russian invasion, the Bank of England forecast inflation to rise to about 7% in spring, from 5.4% last year. And economists cited by The Guardian reportedly project inflation to rise to almost 8% next month.

Consultancy firm The Centre for Economics and Business Research more than halved its growth expectations for 2022 from 4.2% to 1.9% Tuesday. The Institute for Fiscal Studies (IFS) has said the £9 billion package by Chancellor of the Exchequer Rishi Sunak “would now offset only about one fifth of the rise in household energy bills.”

The government spokesperson said: “We recognise the concerns people have about the cost of living, which is why we have set out a generous package of support worth around £21bn including a £150 council tax rebate from April and a further £200 energy bill discount in October – cutting energy bills quickly for the majority of households.”

They added: “We are already providing support to families worth around £20 [billion] this financial year and next, including cutting the Universal Credit taper to make sure work pays, freezing alcohol and fuel duties to keep costs down, and providing £9.1bn to support 27 million households with their energy bills.”

As hinted, all measures were introduced prior to the Russian invasion of Ukraine, which began on February 24.

On February 3, it was announced those in England in Council Tax bands A-D would get £150 off their council tax payments. It was also announced there would be a £200 discount on all Britons’ energy bills in autumn. The £200 would be repaid automatically over the next five years, which Leader of the Opposition Sir Keir Starmer likened to a loan.

During Prime Minister’s Questions (PMQs) Wednesday, he derided Sunak for proposing “a forced £200 loan for every household paid back in mandatory instalments”.

Prime Minister Boris Johnson defended the government for their £20 billion support package, calling the measures “unprecedented”. He added he plans to set “out an energy independence plan for this country in the course of the next few days to ensure that we undo some of the damage of previous decisions taken”.

Sunak announced changes to Universal Credit and the continued freeze of fuel levies during his autumn budget statement on October 27. The amount withheld workers making above the worker allowance threshold per pound was reduced from 63 pence to 55 pence. It follows the UK government’s cancellation of a Covid-19 uplift of £20 per week to Universal Credit in early October, which cut the income of six million claimants by £1040 per annum.

The fuel duty was frozen twelve years ago and has not been lifted since. It is estimated to save motorists £1900.

The statement also included a “radical simplification” of alcohol duties, reducing the taxable bands from fifteen to six and suspending a planned hike at a £3 billion loss to HM Treasury. This was encouraged by many organisations, including the British Beer and Pub Association.

Even so, the measures have been criticised as too meagre to address the reality of the situation. Ahead of Sunak’s spring statement slated for March 23, Conservative MPs have pressured the Chancellor to consider new measures. A source reportedly told The Guardian officials in HM Treasury are weighing options; publicly, they state “There’s only so much that can be done, and we’ve never seen oil prices where they are now.”

Analysts warned Britons from February 24 household gas and electricity bills could reach £3000 per year. The Office of Gas and Electricity Markets announced it would lift a cap on default energy tariffs by 54% to £1971 from April.

Though oil prices stabilised to below USD120 per barrel Wednesday, Brent Crude briefly reached a 2008 high of $147.50 per barrel and remain substantially higher from before the Russian invasion. To minimise the effect this will have on British consumers, Sir Keir pushed for nuclear power, renewable energy and home insulation at PMQs.

Johnson defended his record on renewables, calling the UK “the Saudi Arabia of wind power”. The UK spokesperson told Wikinews “It’s the right thing to do to move away from dependence on Russian oil and gas across Europe and this means looking at more nuclear and much more use of renewable energy.”

However: “Companies and skilled employees right across the UK’s gas sector are working to maximise production through this winter, helped by several small new wells and fields that have come online in recent months and edged production up.” The example Wikinews raised over the Abigail oil field in the North Sea, which was greenlit for development by an Israeli firm on February 2, was not addressed. At the time, the director of the Oil and Gas Authority told Sky News oil and gas will remain a source of British energy for decades.

The government spokesperson continued: “The issues we are facing are a result of high international gas prices rather than supply, and further UK oil and gas licensing is unlikely to have a major impact in the short term.”

The Labour Party has urged a windfall profits tax to be imposed on excess profits made by major fossil fuel companies, including BP and Shell plc. Both companies reported historic profits for 2021 in February. BP saw profits of $12.8 billion from -$5.7 billion in 2020, and Shell $19.3 billion from $4.85 billion in 2020.

After BP’s announcement, Shadow Chancellor of the Exchequer Rachel Reeves tweeted “The chancellor’s energy plans last week left families more worried than ever. It’s time for Labour’s plan for a one-off windfall tax on oil and gas producers to cut bills.” However, when pressed at PMQs, Johnson urged a “a sober, responsible approach.”. He said: “The net result of [a windfall tax] would be to see the oil companies put their prices up yet higher, and make it more difficult for them to [divest] from dependence on Russian oil and gas.”

The UK government spokesperson told Wikinews: “A windfall tax could deter £14 billion worth of opportunities awaiting investment, which would risk both security of our energy supply, as well as almost 200,000 jobs that rely on the industry.

“Oil and gas companies in the North Sea are already subject to a tax rate on their profits that is more than double those paid by other businesses. To date, the sector has contributed more than £375 billion in production taxes.

“We keep all taxes under review but we do not comment on speculation about tax changes.

“The UK Government places additional taxes on the extraction of oil and gas, with companies engaged in the production of oil and gas on the UK Continental Shelf subject to headline tax rates on their profits that are currently more than double those paid by other businesses. To date, the sector has paid more than £375 billion in production taxes.”

The government is also criticised for its plan to retrofit homes with poor insulation. In March last year, the government’s flagship green homes grant was scrapped, having only installed 5800 energy efficiency measures.

The government spokesperson responded: “We are investing almost £6.6 billion to support the installation of energy efficiency measures in low energy performance homes including older properties with low income home owners and tenants.

“The Heat and Buildings Strategy set out a comprehensive package of measures we are taking to kickstart the transition to low-carbon heat and build the market for heat pumps. This includes investment in a new £450 [million] Boiler Upgrade Scheme, the £950 [million] Home Upgrade Grant and the £60 [million] Heat Pump Ready research programme.”

Setting Up &Amp; Tunning A Compound Bow

Before putting your compound bow together, carefully read the owner’s manual. If you read some instructions that are not quite clear there should be a customer service # on the instructions that you can call to clarify any confusion.

Parts Inspection

Carefully remove your compound bow from the box and take off all the plastic wrapping and discard. Your owner’s manual should have a packing list of all the parts that come with your bow. Match the parts on the list to what is in the shipping box. If you are missing any parts, or it is obvious a part is damaged, immediately call customer service.

Bow Inspection

Begin by inspecting your new compound bow carefully. Keep an eye out for any cracks or irregularities. Make sure the strings and cables have not come off the cam tracks and are fixed to the limbs. Check all the bolts and screws and be sure they are tight. Examine the rubber dampers, cam modules and inner cams.

Setting the Draw Weight

To set the draw weight you will need to turn the bolts on the limbs of your compound bow. To increase the weight turn the bolts clockwise. To decrease the draw weight turn the bolts counter-clockwise. Make sure you turn each bolt the same amount.

Set the Tiller

Your next step is to examine the tiller. The string-to-riser distance must be the same for both limbs. If the distance varies by approximately 1/8-inch or more adjust the bolts on the limbs in the opposite direction until the distance is corrected. If you have a One-Cam compound bow the tiller needs to be measured by tying string from axle to axle and measuring the tiller with that string.

Checking Cam Orientation

When the bow is not being drawn the orientation marks of the cam should be within a strings width of the mark if the string is set in the center or dotted post. Make sure your timing marks are even from bottom to top.

The Hybrid Cam System and the Draw Stop

Draw your compound bow full back so the split harness cable contacts the draw stop on the bottom cam. Make sure the control cable is contacting the flat part of the module on the top cam. If needed, turn the control cable and adjust the top cam so the string makes contact on the flat.

For a bow with a twin cam you check the timing by drawing the bow back, making sure both cams rollover at the same time. Twist or untwist the cables until this roll over occurs simultaneously. .

Arrow Rest

Follow the instructions in your owner’s manual for installing the arrow rest. If you have the Posi-Lock feature, use this to mount the arrow rest to your compound bow. Set the center shot adjustment on the arrow rest so it is parallel to the alignment mark. Then using the nocking loop and rest adjustment set the arrow in place parallel to the alignment mark on the bow window. The arrow should pass in front of the mounting hole on the arrow rest.

Installing the Sight

Follow the instructions in your owner’s manual for installing the sight. Secure your compound bow in a vise. Using a level set the bow. Check the sight to be sure it is level too.

Final Step

Finally install the stabilizer and sling according to your owner’s manual. Check all bolts to be sure they are tight. You are now done preparing your compound bow. Have fun shooting!

Hundreds arrested for ‘dark web’ child porn by international task force

Yesterday, authorities in the United Kingdom and the United States announced that 337 suspected users in 38 countries were arrested following an investigation of a dark web child pornography site. The website was based in South Korea and accepted cryptocurrency as payment. Law enforcement agencies from Germany, South Korea, the United Kingdom and the United States were part of the international task force. The current phase of investigation and arrests began in 2018.

At the center of the case was a website known as “Welcome To Video” and its alleged operator Jong Woo Son from South Korea. According to authorities, the site hosted a quarter million video clips containing sexual abuse of children, including toddlers and infants. The site was said to have begun operations in June 2015. Authorities shuttered and seized the site in March 2018.

Jong Woo Son is already in prison in South Korea, but yesterday the United States Department of Justice unsealed further charges against him. United States Attorney Jessie K. Liu said, “Children around the world are safer because of the actions taken by U.S. and foreign law enforcement to prosecute this case and recover funds for victims […] We will continue to pursue such criminals on and off the darknet in the United States and abroad, to ensure they receive the punishment their terrible crimes deserve.”

Nikki Holland of the UK’s National Crime Agency (NCA) said, “Dark web child sex offenders — some of whom are the very worst offenders — cannot hide from law enforcement. They’re not as cloaked as they think they are, they’re not as safe as they think they are.” It was the NCA’s investigation of Matthew Falder which led to the discovery of the South Korean website.

Jong was arrested in March, 2018, but South Korea’s National Police Agency when announcing the arrest in May, 2018 identified him only as “Mr. A” as the international investigation continued. Some of the site’s users already pleaded guilty or were convicted before yesterday’s announcements. Allegedly, Jong processed ?7300 in membership fees and video purchases. As of this writing, one bitcoin is worth approximately US$8000 or €7000. The site also allegedly made use of Tor, a layered network designed to keep users anonymous.

US authorities claimed the site was the largest child pornography site in the world and that more than twenty active victims were rescued. Listed US states as having members from the site were: Alabama, Arkansas, California, Connecticut, Florida, Georgia, Kansas, Louisiana, Maryland, Massachusetts, Nebraska, New Jersey, New York, North Carolina, Ohio, Oregon, Pennsylvania, Rhode Island, South Carolina, Texas, Utah, Virginia, Washington and Washington, D.C. They also stated arrests were made in Australia, Brazil, Canada, the Czech Republic, Germany, Ireland, Saudi Arabia, South Korea, Spain, the United Arab Emirates and the United Kingdom.

Despite the lengthy lists provided, neither US nor British authorities delivered a complete list of the 38 countries they said were involved.

U.S. February budget deficit is largest on record

The U.S. Treasury Department reported the government posted a monthly budget deficit of US$222.5 billion in February, the largest monthly deficit ever recorded. The February deficit, announced on Thursday, outstripped the February revenue gain of $110 billion.

The report comes at a time when the White House and both national political parties are under extreme pressure to reduce the deficit as well as the total U.S. debt. There is no agreement on how to reduce spending and increase government revenue, and both Democratic and Republican measures have been voted down.

Factors contributing to the February 2011 deficit compared to that of February 2010 included a 69% reduction in corporate tax receipts, and an increase of 29% in interest payments due on the U.S. debt. The government also spent more than in the previous February on entitlement programs, including an increase of 11% on Medicare. Government measures, such as an extension of unemployment insurance benefits, cuts in the payroll tax and some business tax reductions also contributed to the deficit.

The White House has predicted that the U.S. budget deficit will reach $1.6 trillion this year and then fall to $1.1 trillion in 2012. Treasury Secretary, Timothy Geithner, has warned that by April 15 of this year, the U.S. is likely to reach its $14.3 trillion borrowing limit.

Maryland Judge throws out law banning gay marriages

Judge M. Brooke Murdock of the Baltimore Circuit Court in Maryland struck down a 1973 law banning same-sex marriage yesterday, ruling the measure violated a state constitutional amendment prohibiting sex discrimination.

The decision will not allow gay couples to be immediately eligible for marriage licenses because Murdock stayed the order pending an appeal. The state’s attorney general’s office filed the appeal right after the ruling was made.

“Although tradition and societal values are important, they cannot be given so much weight that they alone will justify a discriminatory statutory classification,” the judge stated in the ruling. “When tradition is the guise under which prejudice or animosity hides, it is not a legitimate state interest.”

In making the decision, Judge Murdock wrote, “the court is not unaware of the dramatic impact of its ruling.”

Ken Choe, a lawyer with the American Civil Liberties Union’s (ACLU) Lesbian and Gay Rights Project, said “men and women were indeed treated differently under the law Judge Murdock struck down. A man can marry a woman, but a woman can’t marry a woman. Same-sex couples need the same protections for their families that opposite-sex couples do.”

The ACLU hailed the ruling, calling it “a historical step toward allowing same-sex couples to legally marry in Maryland.” She considered but dismissed all the state’s arguments for the restriction, noting “Prevention of same-sex marriage is not rationally related to the state’s interests in promoting stable families and protecting the best interests of children. … These arguments are illogical and inaccurate.”

Governor Robert L. Ehrlich Jr. released a statement saying that that the state will “begin a vigorous appeals process. I firmly believe the institution of marriage is for one man and one woman only.”

Governor Ehrlich had sent to Attorney General J. Joseph Curran Jr. (D), a letter in response to the ruling advising him to appeal the decision and offered additional resources to support the appeal.

“We have noted an appeal and think it appropriate that the court stayed the operation of its order,” said Kevin J. Enright, a spokesman for Curran, in a statement. “We await having the decision of Maryland’s appellate courts.”

The Maryland House of Delegates scheduled hearings for January 31, 2006 on proposals dealing with same-sex marriages, including a proposed constitutional amendment.

John Lestitian, a plaintiff in the case, said Murdock’s decision was “a step in a very long process. As a 40-year-old man, I should be able to decide who my family is.”

“This is such an exciting moment,” said Lisa Polyak. Her partner of 24 years, Gita Deane, was a plaintiff in the case. “Our participation in this lawsuit has always been about family protections for our children. Tonight, we will rest a little easier knowing that those protections are within reach.”

The equal rights amendment in Maryland’s State Constitution was ratified by voters in 1972. The marriage law which defined marriage as only between one man and one woman was approved the following year.

The lawsuit leading to the decision started when nine gay and/or lesbian couples and one individual sued court clerks in five Maryland counties for denying marriage licenses to them, citing legal, financial, and emotional harm. In July of 2004, the ACLU filed the suit challenging the state ban on same-sex marriage.

Same-sex marriages are only legal in the state of Massachusetts in the United States, with the states of Vermont and Connecticut recognizing other civil unions. Hawaii and New Jersey offer some legal protections to same-sex couples, while 13 states have appoved constitutional amendments rejecting recognition of same-sex marriage. Courts in California, New Jersey, New York and Washington State are facing cases on the issue.

According to the Department of Homeland Security, the term Curricular Practical Training or CPT is defined to be an alternative study/work, cooperative education, internship or any other kind internship which is offered by employers acting as sponsors with cooperative agreements with a school. For students with F-1 visa, CPT\’s main motive is to expose one in real life situations and providing work experience before completion of a certain program. Generally, one gets credit for working in CPT.

Eligibility for CPT internships: A student must be enrolled in a full time academic course. An exception do exists for students pursuing graduate degrees whose program requires them to participate immediately in an internship. CPT is available to students who possess a valid F-1 status, as well as before completing their respective degree.

CPT internships can be of Two types: Part-time and Full-time

Part-time CPT internships: In the mid of a session at school, students are eligible for internship offer and can work part-time. But the time-limit is restricted to 20 hours/week.

Full-time CPT internships: It can be applied by someone who has completed a full academic year. It could be in Spring, Summer or Fall.

Following are the documents that are required before applying for CPT internships:

Job Offer Letter: An official letter signed by the employer on the company letterhead, which must include the name of the employer, full address of the company, employment dates, and duties to be performed.

CPT Recommendation Form: Fully filled-in and completed by the academic adviser.

Copies of the immigration documents: Passport (photo, biographical data and the expiration date pages), back and front of I-94 and I-20 card.

The student adviser will approve CPT by issuing I-20, which might take one week to process. One can start working only they receive the I-20. This authorization is valid for a specific employer, location, specific time-period and also on the basis of full or part-time as approved.

If the internship extends beyond the time-limit as mentioned in the CPT, then one needs to get a new offer letter from the employer and repeat the same process as mentioned above so as to get a new I-20.

On November 13, Torontonians will be heading to the polls to vote for their ward’s councillor and for mayor. Among Toronto’s ridings is Don Valley West (Ward 26). Four candidates responded to Wikinews’ requests for an interview. This ward’s candidates include Muhammad Alam, Bahar Aminvaziri, Orhan Aybars, Michele Carroll-Smith, Mohamed Dhanani, Abdul Ingar, Geoff Kettel, Debbie Lechter, Natalie Maniates, John Masterson, John Parker, David Thomas, Csaba Vegh, and Fred Williams.

United States Department of Justice workers among government Wikipedia vandals

In response to recent accusations that United States government employees have engaged in Wikipedia vandalism and other forms of perceived negative editing of articles, Wikipedia editors have set up a webpage listing all Wikipedia edits made through IP addresses that are allocated to the United States House of Representatives and other United States government agencies. The House IP address was briefly banned from editing Wikipedia articles in the wake of the initial controversy, but the ban was lifted on January 30 after Wikipedia administrators decided that there have been a number of valuable contributions made through the House and Senate IP addresses in addition to the controversial edits.

On January 31 and February 1, however, the U.S. House of Representatives’ common IP address, 143.231.249.141, were banned again for three hours due to vandalism. Because the IP address is shared by House staff members, it is uncertain whether or not the same person(s) responsible for the previous vandalism are also responsible for the latest.

Examples of contributions submitted through the House IP address included removing, “In 2005, he has come under scrutiny for accepting campaign contributions from embattled former house leader Tom Delay,” from the article on Thad McCotter, removing election statistics from the article on Dan Lungren, and, in the article on Marilyn Musgrave, changing the paragraph

“As a state legislator, Musgrave spent much of her time on social issues, particularly authoring bills to deny marriage rights and parental rights for gay and lesbian families. One of her final, failed bills would have made it much more difficult for same-sex parents to see their children in the hospital during an emergency. Musgrave also cast the only vote against legislation to give battered spouses paid leave from work.”

After the block from Wikipedia expired, the House of Representatives user continued to edit the article on Chris Shays. Chris Shays had co-sponsored a bill with Marty Meehan, whose staffers had previously been found to have been negatively editing Wikipedia entries, The American Civil Liberties Union said of the bill “key elements of Shays-Meehan violate the First Amendment right to free speech because the legislation contains provisions that would violate the constitutionally-protected right of the people to express their opinions about issues through broadcast advertising if they mention the name of a candidate.” All mentions of the bill were removed from the article. Also removed was a paragraph about Chris Shays raising $70,000 with House Speaker Dennis Hastert at a country club event.

Again, the IP address was blocked for an eight-hour period.

Wikipedia edits in Congress are not coming from the House of Representatives alone. An edit from the Senate in July removed references to a plagiarism scandal with Senator Joe Biden, who has informally said he may seek a Democratic nomination for president in 2008. As of February 4, 2006, the edit has not fixed by Wikipedia users.

IP addresses from the CIA, the Department of Justice, the Marines, and the Navy are listed on the site as having made several cases of vandalism. Some examples of vandalism from the Department of Justice IP ranges involve articles on TV and radio shows, a baseball player, or just complaining about their work. In addition to accusations of vandalism, there have also been accusations of government employees introducing perceived bias, political spinning, or misinformation into Wikipedia articles by adding or removing information.

These cases include articles on an Irish politician, and in the George W. Bush article, introducing accusations of Hugo Chavez being a dictator, and removing information covering the George W. Bush substance abuse controversy. In addition, a person using a Department of Justice IP address edited a page covering indicted former Republican Majority Leader Tom DeLay. The editor removed two paragraphs stating a judge ruled that Tom DeLay had broken state law by not disclosing over $600,000 of fundraising money, a quote from Tom DeLay in which he stated that it drives the Democrats crazy wondering why the Republican Party institutes pro-Israeli policy, and a subsection on controversies involving DeLay’s relatives. Edits to George W. Bush’s article were done within the span of an hour. Edits to Tom DeLay’s article were made within an hour as well, although followed by a shorter, minor second session of editing later that day.

An editor using a CIA IP address is accused of vandalizing an article on the current president of Iran. Editors using Marine and Navy IP addresses based in Pensacola, Florida are accused of vandalizing an article on a rock song and on former U.S. president Bill Clinton, and accused of adding racist comments to articles on an actor and Martin Luther King, Jr., and adding comments that are perceived to criticize the men and women in the Navy reserves.

The IP addresses of the Department of Justice, the CIA, and the Navy and Marines stationed in Pensacola, Florida were found using the American Registry for Internet Numbers at the official website. Neither the government nor the Wikimedia Foundation have released an official statement.

The U.S. House of Representatives’ IP address is not the first governmental address to have been blocked after accusations of disrupting Wikipedia. The IP address belonging to a subdivision of the Ministry of Agriculture, Food and Rural Development in Alberta, Canada was blocked for three months since late 2005. An IP address belonging to the German Bundestag has been repeatedly blocked from the German Wikipedia after accusations of vandalism, including sexually explicit comments.
