New Jersey’s state legislature has passed a bill that will legalize medicinal marijuana for patients with chronic disease. The state’s outgoing Governor, Jon Corzine, said that he will sign the bill before he leaves office next week. Upon passage of the bill, New Jersey will become the 14th state in the nation to permit medical marijuana.

Patients with a prescription would be able to purchase up to 2 ounces (56.7 grams) of cannabis per month. The bill specifies that only certain chronic diseases are eligible, ALS, AIDS, cancer, muscular dystrophy, and multiple sclerosis. The bill specifically bans the unlicensed growing of cannabis, driving under the influence of the drug, and only allows six licensed dispensaries in the state.

One of the supporters of the bill, Assemblyman Reed Gusciora said that “I truly believe this will become a model for other states because it balances the compassionate use of medical marijuana while limiting the number of ailments that a physician can prescribe it for”.

Opponents of the bill point to California where they say that cannabis is too loosely regulated. Governor-elect Chris Christie said that “I think we all see what’s happened in California,” he said. “It’s gotten completely out of control.”

British Prime Minister Tony Blair announced at a press conference today the results of the 31st G8 summit in Gleneagles, Scotland.

Blair, the seven other leaders of the G8 nations, and the leaders of Algeria, Ethiopia, Ghana, Nigeria, Senegal, South Africa and Tanzania stood on the step of Gleneagles to address the press. The Prime Minster said “We speak today in the shadow of terrorism but it will not obscure what we came here to achieve.”

Among the decisions made was a commitment to another $48 billion (£28.8 billion) per year by 2010 in aid which Blair says can indeed, in time and if properly seen through, will make “very substantial progress” towards “making poverty history”. The deal was secured following a last-minute commitment by Japan.

Half of this aid will be sent to Africa. Some analysts have raised fears that African economies will not be able to absorb so much aid so quickly, and that the money could fuel corruption.

Only $20 billion of this deal is new money – the rest has already been pledged on previous occasions.

The US, Germany and Italy rejected a plan by Blair to double aid immediately by borrowing against future aid budgets.

“It isn’t the end of poverty in Africa, but it is the hope that it can be ended,” Blair said. “It isn’t all everyone wanted, but it is progress – real and achievable progress. It is the definitive expression of our collective will to act in the face of death and disease and conflict that is preventable”

There will also be further pushes towards ending the debt of the poorest nations, but only confirmed a earlier deal to cancel the debts of 18 countries.

Campaigners have welcomed the news, but have said that it does not go far enough, falling short of the hopes of the people who had embraced the Live 8 and Make Poverty History drives.

“Today the G8 have chosen not to do all that campaigners insist is necessary to free people trapped in the prison of poverty,” the Make Poverty History read this evening. “But more action is urgently needed if they are to play their role in bringing about real change for the world’s poorest people.”

The leaders also pledged to end farm subsidies – but did not say by when. However, they called for talks on trade liberalisation to reach a conclusion by the end of 2006.

The Prime Minister was cautious not to “over-sell” the decisions that had been made but he was resolute and confident in the possibilities for progress in the future.

Less progress was made in the realm of climate change with countries agreeing that climate change was a problem but without any concrete decisions. Talks will be held on the matter, particularly with China and India, beginning in November.

The G8 have also announced a $3 billion aid package for the Palestinian Authority.

Italian-based Fiat Auto SPA and US-based Ford Motor Co. announced they signed an agreement to cooperate in designing two small car models. This came only seven months after General Motors severed their relationship with Fiat.

Both companies plan to work together on a new version of the popular Fiat Cinquecento and on a replacement for the Ford Ka, both to be based on the Fiat Panda platform.

The cooperation can help reduce the companies’ small car production costs and ease financial difficulties they are facing. Ford is struggling with high labor and health care costs, while Fiat suffers from its unprofitable Italian plants.

After the deal was announced, shares of Fiat rose $0.06 to $9.44, while Ford gained $0.06 to $9.95 on the New York Stock Exchange (NYSE).

Friday, March 24, 2006A large explosion ripped through a research building of the École Nationale Supérieure de Chimie de Mulhouse (ENSCMu) in Mulhouse, eastern France. Mulhouse’s mayor, Jean-Marie Bockel, confirmed that the blast killed one person and injured another. Police declared Code Red, and the neighborhood was evacuated.

According to the French Press, TF1, the victim was in his forties and had worked at the institition for about a year. A young woman was seriously injured and about a dozen people received minor injuries, with two suffering from shock. 150 firefighters were on the scene.

The ENSCMu is a technology college, with an enrollment of 8,000 and a 25-hectare campus near the town’s centre. It is known for its museum of coloring agents (Musée des Colorants), which has about 2700 samples, mainly from the second part of the nineteenth century. The museum’s database is available online in French.

The blast occurred at 11:25 GMT (12:25 local time). It is reported to have been heard two kilometres away and to have broken the windows of nearby buildings. The blast was followed by a fire that was contained by about 15:00 (local time).

The explosion’s cause is not yet clear but it is believed to have happened in a ground-floor laboratory in an annex building constructed in 1977. The lab was apparently focused on industrial safety.

Two of Canada’s largest energy companies are merging, with Suncor Energy making a CA$19.2-billion bid to take over Petro-Canada.

Suncor shareholders purchased $19.2 billion in stock and now own about 60% of Petro-Canada. Petro-Canada shareholders own the remaining 40%.

Suncor is reported to be the third largest Canadian energy producer, and Petro-Canada is Canada’s sixth largest. The current market value of Petro-Canada is $14.4 billion.

“This is a made-in-Canada response to the challenges presented by global market uncertainty. More importantly, it’s a made-in-Canada strategy to unleash the potential of these two companies and their people in the future,” said Ron Brenneman, chief executive officer of Petro-Canada.

“We need to face head-on the issue of global competition in a time of economic uncertainty. In these difficult times, we believe that joining forces provides the strength we need to be a leader in value creation in an extremely competitive industry, added Brenneman.”

Petro-Canada shares on the Toronto Stock Exchange (TSE) rose from $29.65 to $36.77, a 24% rise, while Suncor shares rose from $30.90 to $32.12, up 5%, at mid-morning.

“The merger will be good for shareholders of both companies with reduced capital requirements, operating efficiencies and complementary integration opportunities between upstream and downstream assets. The increased scale provides more stability in volatile markets, plus the financial and organizational capability to successfully take on large-scale projects in the future,” said Mr. Rick George, current Suncor chief executive and the next CEO for the merged companies.

On Tuesday instant messaging application Telegram announced publishing service Telegraph. They also introduced “instant view” and “jump to date” features.

Telegraph offers a simple publishing service without an account. It supports embedding photos, tweets from Twitter, and videos from YouTube and Vimeo by dropping in a link. It allows users to create rich posts with markdown by filling the title, author name and the story. Telegraph is similar to other publishing websites like Medium and Quip.

Unlike Medium and Quip Telegraph does not require a login and thus anyone can use a false name to publish a story. The stories can only be edited from the same browser on the same device if the user accepts the cookie policy and does not clear the cache.

According to Telegram, instant view offers “an elegant way to view articles with zero pageload time”. Links to articles on sites including Medium and TechCrunch shows an instant view option which can be viewed directly within the application which was built to save time and data.

Telegram also introduced a jump to date option to search chats by dates. A calendar icon enables user to choose a date to search old messages. Other features in the new update, version 3.14, include improved camera speed, better video compression and photo viewer, and improved security for passcodes. A new interface for notifications and creating groups for the Android operating system is also included, with Telegram saying “Make Android Great Again!”. Telegram also introduced a feature to view an entire sticker pack by pressing a long hold on the recently sent sticker. Users can also view the list of groups the user shares with a particular contact.
