Dog tracking collars are often used by hunters when hunting with dogs in an area where the dogs may get lost. Canada’s social insurance assets pass $140 billion in fourth quarter

With a fourth-quarter investment earnings of $3.9 Billion CAD, largely driven by stock market rises, the Canada Pension Plan’s (CPP) assets rose to $140.1 Billion reported the CPP Investment Board on Thursday.

Rate of return for the quarter netted three percent, bringing the first nine months of the fiscal year to 8.3%. The fund’s broad exposure to equities, in concert with a good quarter for stocks both in Canada and internationally, was largely to be credited according to CEO David Deneson.

The assets value rose from $127.6 Billion March 31st 2010, to $138.6 B on September 30th, to $140.1 B December 31st. The $3.9 B investment earnings, 3.58 of which came from the 54% of the portfolio in equities, was partially offset by seasonal outlays of $2.4 B to plan members.

The fund was very active throughout the calendar year, and particularly active in infrastructure, real estate, and private equity. As part of a consortium they completed the $4.8 B purchase of UK-based Tomkins plc, as well as purchasing Australian-based Intoll for $3.4 B thus acquiring a 30% stake in the 407 Express Toll Route (ETR) near Toronto — which they expanded purchasing a further 10% stake from Spain’s Concesiones de Infraestructuras de Transporte, S.A. (CINTRA). They acquired a 25% equity stake in Westfield Stratford City, a retail complex adjacent to London’s Olympics venue, among many real estate ventures.

The CPP fund covers every province except Quebec, whose Caisse de Depot et Placement du Quebec is the only larger pension fund in Canada. The five-year annualised investment rate of return for the CPP reserve fund was 3.5%, its 10-year rate of return was 5.6%, at the close of 2010. The fund was established in 1997.

The Importance Of Words Of Encouragement In The Workplace}

When words of encouragement are used frequently in the workplace, employee morale and motivation can be boosted. Recognition is one of the biggest human needs. Recognition tells people that other people are paying attention to them. Recognition can make or break a person’s day. Supervisors and managers play the most important roles in creating staff morale and motivation.

As a supervisor, manager or leader, the impact you have on the motivation of your employees is immeasurable. Your body language, your words and the expression on your face, transmit your opinion of their worth and value. However, it is just as important NOT to praise ordinary performance. Doing this repeatedly will minimize the impact of genuine praise.

If you praise ordinary performance often and someone produces excellence, your praise is not going to mean much. Plus, praising a worker for ordinary work does not necessarily motivate them to perform better. Showing appreciation should not be confused with praise. Appreciation is shown by saying ‘thank you’ sincerely.

Spewing out fluffy cliches will only devalue genuine praise. Make specific statements like, “I am so impressed with the excellent work you did on the launch campaign” or “You handled Mrs Smith’s delivery complaint superbly – and I know just how difficult she can be.” These are examples of being specific which lets the employee know exactly what you thought to be outstanding performance and, more importantly, why.

Praise can also be used to improve poor performance. Every employee has weak and strong skills. If a worker is performing weakly in one area and well in another, you can use praise to help strengthen the weak area. This can be done by talking casually to the employee. During the conversation, praise him or her for what he or she is doing well, and why. Suggest that the same diligence and dedication be applied in the weak area. Over the following few days, find a reason to praise and tell the person you have noticed efforts to improve.

Praise can also be put in writing. While verbal praise is heartening, it can often be forgotten quickly when another problem arises. Genuine praise can occasionally be given in the form of a memo, email or letter. Written praise serves as a permanent reminder of your acknowledgement of good work. Later on, when job-related stresses arise, it can be re-read for renewed encouragement. In addition, send a copy of the email or memo to the employee’s immediate supervisor. This will mean a lot to the worker being praised.

Never assume that praise is all that’s required. Over time, excellent work deserves more than words of appreciation and praise. If praise doesn’t come with other needs, eventually it will ring hollow. Good work should also be rewarded by occasional raises in pay, unexpected bonuses, and giving employees assignments they want.

Another way to reward outstanding performance is to take the employee/s out to dinner or lunch on the company. Be liberal with words of encouragement. When this powerful tool is used correctly, it’s an effective way to foster mutual respect and develop motivation.

Wikinews interviews 0 A.D. game development team

0 A.D. is a historical, open source, strategy game, published by Wildfire Games. It focuses on the period between 500BC and 500AD. The game will be released in two parts: the first covering the pre-AD period, and the second running to 500AD. With development well underway, Wikinews interviewed the development team.

Kennedy Center names 2007 honors recipients

The Kennedy Center announced that its 30th presentation of the Kennedy Center Honors would go to pianist Leon Fleisher, comedian Steve Martin, singer Diana Ross, director Martin Scorsese and musician Brian Wilson. The Center was opened to the public in 1971 and was envisioned as part of the National Cultural Center Act, which mandated that the independent, privately-funded institution would present a wide variety of both classical and contemporary performances, commission the creation of new artistic works, and undertake a variety of educational missions to increase awareness of the arts.

In a statement, Kennedy Center Chairman Stephen A. Schwarzman said that “with their extraordinary talent, creativity and perseverance, the five 2007 honorees have transformed the way we, as Americans, see, hear and feel the performing arts.”

Fleisher, 79, a member of the Peabody Institute‘s music faculty, is a pianist who lost use of his right hand in 1965 due to a neurological condition. He became an accomplished musician and conductor through the use of his left hand. At 67, he regained the use of his right hand. With the advent of Botox therapy, he was once more able to undertake two-hand performances in 2004, his first in four decades. “I’m very gratified by the fact that it’s an apolitical honor,” Fleisher said. “It is given by colleagues and professional people who are aware of what [an artist] has done, so it really is apolitical — and that much more of an honor.”

Martin, 62, a comedian who has written books and essays in addition to his acting and stand-up comedy career, rose to fame during his work on the American television program Saturday Night Live in the 1970’s. Schwarzman praised his work as that of a “renaissance comic whose talents wipe out the boundaries between artistic disciplines.” Martin responded to the honor saying, “I am grateful to the Kennedy Center for finally alleviating in me years of covetousness and trophy envy.”

Ross, 63, was a product of Detroit‘s Brewster-Douglass Projects when as a teeager she and friends Mary Wilson and Florence Ballardis formed The Supremes, a ground-breaking Motown act. She portrayed singer Billie Holiday in the 1972 film Lady Sings the Blues, which earned her an Oscar nomination and a Golden Globe award. “Diana Ross’ singular, instantly recognizable voice has spread romance and joy throughout the world,” said Schwarzman. Ross said she was “taken aback. It is a huge, huge honor and I am excited to be in this class of people.”

Scorsese, 64, is one of the most accomplished directors the United States ever produced, whose work includes Mean Streets, Taxi Driver, GoodFellas, Cape Fear, The Last Temptation of Christ and The Departed, for which he won a 2006 Academy Award for Best Director after being nominated eight times. Scorsese said, “I’m very honored to be receiving this recognition from the Kennedy Center and proud to be joining the company of the very distinguished individuals who have received this honor in years past.”

Wilson, 65, along with his brothers Dennis and Carl, formed the Beach Boys in 1961. They had a series of hits that included “Surfin’ U.S.A.” and “Wouldn’t It Be Nice.” Their 1966 album Pet Sounds is considered one of the most influential recordings in American music. “This is something so unexpected and I feel extremely fortunate to be in the company of such great artists,” said Wilson, who is currently on tour.

The Kennedy Center’s board of trustees is responsible for selecting honorees for “lifetime contributions to American culture through the performing arts.” Previous honorees, including Elton John and Steven Spielberg, also submitted recommendations. A wide variety of people were under consideration, including Emanuel Ax, Evgeny Kissin, Renee Fleming, Laurence Fishburne, Francis Ford Coppola, Melissa Etheridge and Kenny Chesney.

President Bush and first lady Laura Bush will attend the center’s presentation at its opera house on December 2, 2007, which will broadcast on December 26 on CBS.

Banned film ‘The Profit’ appears on Web

Copies of The Profit, a 2001 film blocked from distribution in the United States due to a court injunction won by the Church of Scientology, appeared on the Internet Friday on peer-to-peer file-sharing websites and on the video sharing site YouTube.

Directed by former film executive Peter N. Alexander, the movie has been characterized by critics as a parody of Scientology and of its founder L. Ron Hubbard. Alexander was a Scientologist for twenty years, and left the organization in 1997. The film was funded by Bob Minton, a former critic of Scientology who later signed an agreement with the Church of Scientology and has attempted to stop distribution of the film. Alexander has stated that the movie is based on his research into cults, and when asked by the St. Petersburg Times about parallels to Scientology and L. Ron Hubbard said: “I’ll let you draw that conclusion … I say it’s entirely fictional.”

The film was released in August 2001, and was shown at a movie theatre in Clearwater, Florida and at a premiere at the Cannes Film Festival in France. A Scientology spokesman gave a statement at the time saying “the movie is fiction and has nothing to do with Scientology”. The Church of Scientology later took legal action in an attempt to stop further distribution of the film. The Church of Scientology claimed that the film was intended to influence the jury pool in the wrongful death case of Scientologist Lisa McPherson, who died under Scientology care in Clearwater, Florida.

In April 2002, a Pinellas County, Florida judge issued a court order enjoining The Profit from worldwide distribution for an indefinite period. According to the original court injunction received by Wikinews, the movie was originally banned because the court found that it could be seen as a parody of Scientology. In his April 20, 2002 ruling on the injunction, Judge Robert E. Beach of the Sixth Judicial Circuit Court in Pinellas County, Florida wrote: “…an average person viewing the film entitled The Profit could perceive that it is a parody of the Church of Scientology”.

“To the extent that any person considered as a potential juror in evaluating any issues involving the Church of Scientology, the process of voir dire provides a fair and complete remedy to eliminate any potential juror that may possibly have been influenced to be less than fair and impartial,” added Beach.

Luke Lirot, the attorney for the film’s production company, announced on the film’s website on April 7, 2007 that “We have absolutely no exposure for any repercussions from the court order,” but that the film was still blocked from distribution due to an ongoing legal battle. Lirot wrote: “all that’s stopping the release of the movie is the legal battle with the partner who was compromised by Scientology (Robert Minton) and is currently using his power as partner to stop the release of the film.”

In an October 2007 article, The Times described the film as “banned in the US because of a lawsuit taken out against it by The Church of Scientology,” and Russ Kick’s The Disinformation Book of Lists included the film in his “List of 16 Movies Banned in the U.S.”. An 8-minute teaser segment from The Profit appeared on the film’s website and on the video sharing site YouTube in February 2008, and an attorney representing Bob Minton sent a letter to Luke Lirot requesting that the film clip be taken down. In a response letter, Lirot wrote that “Rather than damage any asset of the LLC, the short clip merely keeps the film in the public eye, and in a positive way.”

On Friday, copies of the film began to circulate on peer-to-peer file-sharing websites and on YouTube. A link related to the film’s appearance on the Internet on the community-based link aggregator website Digg.com had 3,638 “Diggs” – and hit the front page of the site’s Entertainment section on Saturday.

I had nothing to do with this release at all. But I’m happy it’s out there.

On Saturday, Scientology critic and Emmy award-winning journalist Mark Bunker put a streaming version of the film on his website, www.xenutv.com, and encouraged others to watch and discuss the film on a real-time chat channel. In a video posting to YouTube Saturday, Bunker said “I did not do it. I had nothing to do with it … I had nothing to do with this release at all. But I’m happy it’s out there … people are finally having a chance to see it. A lot of people have been curious over the years and there’s been a lot of interest in seeing the film, so finally you can.”

We have all wanted to see this movie that scientology kept hidden away from us. We have all wondered just how damning could this story be that we were banned from watching it.

On the newsgroup alt.religion.scientology, a poster by the username “Alexia Death” commented on the film’s appearance on the Internet in the context of censorship: “It is out! And so it is a WIN if many people review it even if they say it SUCKS! … Being bad is no cause to allow censorship … And being censored is no cause to assume its good”. A post to the blog Blogsreel commented: “We have all wanted to see this movie that scientology kept hidden away from us. We have all wondered just how damning could this story be that we were banned from watching it.”

In a post on Sunday to the message board attached to the official website for the film, attorney Luke Lirot asked that individuals stop distributing copies of The Profit over the Internet. Lirot wrote: “It has been brought to my attention that several unauthorized transmissions and downloads of this protected work have taken place over the last 72 hours. Such actions are copyright violations and are unlawful. I request that any further distribution and/or dissemination of this important work cease immediately and any copies of the work that have been downloaded please be deleted.” In his statement, Lirot recognized the rights of individuals under the First Amendment to the United States Constitution, but also said that unauthorized distribution of the film “will only serve to harm the goal of vast distribution”.

Blog postings have attributed the film’s appearance on the Internet as part of the anti-Scientology movement Project Chanology organized by the Internet-based group Anonymous, but this has not been confirmed. Wikinews previously reported on international protests against Scientology which took place as part of Project Chanology on February 10 and March 15. A third international protest by Anonymous is scheduled for April 12. Titled “Operation Reconnect”, the third international protest will focus on highlighting Scientology’s practice of disconnection.

Hostage standoff in North Reading, Massachusetts ends in tragedy

In what appeared to be a hostage situation ended in tragedy this afternoon in the quiet Massachusetts town of North Reading when the body of a 72-year old man, Roaldas Baran, and his 65-year old wife, Zinaida Girdauskiene, were found dead in an apparent murder-suicide at 14 Country Club Road.

The situation began when a neighbor heard four gunshots and a woman screaming and called 9-1-1. Police arrived at the home, and encountered the 72-year old man standing over, a brief conversation was held with the man who then went back inside the house. Then a fifth shot was fired. The SWAT team of the North Eastern Massachusetts Law Enforcement Council was brought in to clear the house and evacuate the surrounding houses. The Massachusetts State Police was also on hand.

Martha Coakley, the District Attorney for Middlesex County, reported on what was found upon the SWAT team entering the house.

“In the bedroom, lying, apparently a victim of several gunshot wounds, was a female. We know her to be approximately 65-years-old. In the kitchen on the floor, also apparently the victim of a suicide, was a male we know now to be approximately 72-years-old who was her husband.”

Emily LaGrassa, Coxley’s spokeperson said the man apparently shot the woman and turned the gun on himself. Two guns were recovered.

North Reading Police had been called to the house once before in August 2004. The North Reading police are currently investigating further.

U.S. Senate releases version of Healthcare Bill

On Wednesday the U.S. Senate released its version of the U.S. healthcare overhaul that has recently been advocated by President Barack Obama.

The U.S. Senate Finance Committee released an 18-page summary of the 223-page bill that will, according to Senate Finance Committee Chairman Senator Baucus, cost US$856 billion over 10 years. The Congressional Budget Office estimates that the bill will cost US$774 billion over 10 years and will cover 94% of Americans. The Senate version was orchestrated by Senator Baucus, a Democrat from Montana. The bill was released without any Republican support from the committee. However, today, the bill received support from a bi-partisan group of Senators including the Republican Senator from Maine, Olympia Snowe and Independent Joe Liberman. If the bill’s passage is determined along party lines, Democrats will need at least one Republican Senator to avoid a possible filibuster in the Senate.

The proposal mandates nation-wide individual insurance by 2013 and omits a government-run insurance clause as is included in the U.S. House version; instead, the plan calls for non-profit healthcare cooperatives. The healthcare cooperatives would be provided with US$6 billion in initial funding to cover start-up fees and costs. Individuals refusing to obtain coverage can be charged up to US$950 annually with families fined up to US$3,800 per year. Small businesses will not be mandated to provide healthcare to their employees but those who do will receive tax credits. Also, insurances companies that have more expensive individual plans will be taxed for 35% of the amount that that the plan exceeds the federal individual threshold of US$8,000 or the family threshold of US$21,000. The bill includes clauses for protection against coverage suspensions due to illnesses and protections for individuals with pre-existing conditions. It will not pre-empt state laws on abortion and does not provide for abortion payments except in cases of rape or incest. The plan also mandates registration with the Social Security Administration as a means to avoid illegal alien use of the program.

The bill will reportedly be paid for by US$850 billion in spending reduction, taxes and fees to include reduction in Medicare benefits. The Senate Finance Committee is the last approval authority before the Senate or House bills can be considered for floor debate.

Five Strategic Steps To Catch A Shark From The Beach

Fishing is something that many people consider a process of luck and chance. For example, the average gentleman who approaches the local waterway on a Sunday afternoon has a chance of catching a specimen. But does his lonely prawn – sitting in front of an oversized sinker, slowly drifting downstream – set a scene for a positive or negative chance of a capture?

I firmly believe that fishing should be approached with a goal and the necessary knowledge and skills in order to maximise success. The fisherman who envisions an eighty-two centimetre flathead (goal) and visits a sandy bank on sunset accompanied by a run-out tide and the correct outfit, is significantly increasing the chances of achieving his goal.

Land Based Shark Fishing (LBSF) can only be successful when skill is relied on, much like the gentleman targeting an oversized flathead. Certainly, someone who views capturing a big shark as chance or luck will never be successful. Catching a large specimen from the beach requires consideration of the strategic key points that follow.

1. Choosing the right bait is a large part of this operation and after many years of testing different specimens the local eel and ray populations have produced outstanding results. These baits last in the water for over twenty-four hours and are gorged on by big hungry sharks.

2. Tide times and moon phases are a primary consideration for LBSF and fishing time must be optimised around certain strategic points. For most sharks, fishing a run-out tide on a new moon will almost guarantee results. Some of our local crew have predicted strikes within thirty seconds of a low tide change.

3. Rigs must be made with large ‘J’-style hooks (14O – 16O) and crimped onto insulated wire, as micro voltages generated from bare cable and salt water consistently deter potential customers. Taped coat hanger wire can quickly be converted to a three-prong anchor that should be bound to the cable to secure the bait to the seabed, minimising drift. Furthermore, cable or electrical ties are the ultimate devices for securing a large eel or ray to a rig for optimal bait presentation.

4. The right equipment is essential even though it may be a large investment. Penn international 50 or 80 size reels or similar Shimano Tiagra set-ups work brilliantly. 5. Using an inflatable craft powered by a small outboard should be enough for bait deployment. Environments such as Moreton Island in Queensland, Australia offer a sharp drop off which means bait can be confidentially dispatched into deep water. Deploying baits just over drop-offs or in three to ten metres of water often produce good results. Remember that deploying baits near the horizon only reduces the amount of line you have to control a specimen.
