When we first learned that the Federal Poverty Level or FPL would tie in directly to how much California health insurance would cost, we had only an inkling of what the numbers were. Many people have no idea what the Federal Poverty Levels are but that’s about to change with the advent of the Health Exchange in 2014. These rates will have a significant effect on the availability of health insurance subsidies and therefore cost. The difference in cost will be night and day. Let’s take a look at the numbers and how they figure into your expected costs.

What are the Federal Poverty Numbers

First of all, as is evident by the name, they are Federally designated which is interesting since there can be such divergence in cost and resulting incomes from say Los Angeles to Boise Idaho. The FPL is used to established eligibility for many federal and State programs including Medicaid (Medi-Cal in California), food stamps, and other social safety nets. The FPL figures heavily into the new Health Reform bill on two main fronts, both of which directly affect how much an individual of family will pay out of pocket for both health insurance premiums and actual out of pocket expenses. Before we get into the actual Poverty numbers, let’s look at how the two pieces will work.

Subsidies for premium based up to 400% of FPL

If you make under 400% of the FPL for a given year (there will actually be a look back period), you can expect to receive a immediate subsidy towards the monthly Individual or Family health insurance premium. This subsidy will come right off the top although you may need to reimburse the amount at tax time if you made over the 400%. Below 100%, a person will receive free or fully paid Medi-Cal so the real subsidy window is from 100% and 400% of the Federal Poverty Level. Keep in mind that these are California requirements and levels. This is how the subsidy will work…if you make under 400% of poverty, You will not be required to pay more than 9.5% of your income towards health premiums. If you make 401% above poverty, no subsidy. It’s a clean distinction. So that’s subsidy, what about medical bill out of pocket?

Federal Poverty Level effect on California health plan benefits

The State just released the final California essential benefit summaries and there’s an interesting twist. The Silver health plan has different levels of benefits based on FPL. For example, if you make between 100%-150% of the FPL, you’ll have much richer benefits than if you make between 150%-200% of the FPL. 200-250% of the FPL provides yet another plan benefit (less rich than the prior). If you make over 250% of the FPL, you will have the standard Silver health plan but with subsidies towards the premium. Below 250%, you receive both premium subsidies and richer benefits. Between 250% and 400%, you receive only premium subsidies. Above 400% of the Federal Poverty Level, you’ll receive a very high monthly premium. It will be interesting to see what the last group does as they make up a bulk of the current private individual and family health market. Keep in mind that the subsidies are for Individual and Family. Subsidies are not available for the group health insurance market in California (company sponsored health plans).

Pope visits homeland in Germany

Pope Benedict XVI went to visit his homeland in Marktl-am-Inn, Germany today. The Pope celebrated Mass in front of 70,000 people, at Kapellplatz square. Benedict had a six-day homecoming tour of his native Bavaria, a state in Germany. He said a prayer remembering 9/11 victims.

Benedict also planned to make visits to where he was born, and to Freising, where he was ordained a priest. He will also visit Regensburg, where he once taught theology; he still has a house in the city, and his brother Georg, a retired priest and choir director, lives there as well.

“This is the mother that generations have come to Altoetting to visit,” he said. “To her we entrust our cares, our needs and our troubles.”

He visited his first house, which he lived till he was two years old. The house had to be cleaned after it was spattered with blue paint early on Sunday. The police described it as vandalism.

“This is a really big thing — I’ve never seen a pope before,” said Juergen Tauer, a 38-year-old computer technician from the Bavarian town of Degendorf who took the day off to travel to Altoetting with his wife and three children. “It’s great that the pope is coming to Altoetting.”

Everyone was excited about the chance to see the pope.

Out of space in outer space: Special report on NASA’s ‘space junk’ plans

A 182-page report issued September 1 by the United States National Research Council warns that the amount of debris in space is reaching “a tipping point”, and could cause damage to satellites or spacecraft. The report calls for regulations to reduce the amount of debris, and suggests that scientists increase research into methods to remove some of the debris from orbit, though it makes no recommendations about how to do so.

NASA sponsored the study.

A statement released along with the report warns that, according to some computer models, the debris “has reached a tipping point, with enough currently in orbit to continually collide and create even more debris, raising the risk of spacecraft failures”. According to the Satellite Industry Association, there are now about 1,000 working satellites in Earth orbit, and industry revenues last year were US$168 billion (£104.33 billion,€119.01 billion).

The debris consists of various objects, such as decommissioned satellites and exhausted boosters, but the vast majority of the particles are less than one centimetre across. 16,094 pieces of debris were being tracked as of July, although estimates put the current number at over 22,000. The total number of fragments is thought to be as high as tens of millions. While most of the debris is very small, some of it is travelling at speeds as high as 17,500 mi h-1 (28,164 km h-1; 7,823.3 m s-1).

The International Space Station sometimes has to dodge larger fragments, and in June its crew was forced to prepare to evacuate due to a close encounter with debris.

The UK Space Agency told Wikinews that space flight “is likely to be made more difficult” by the debris. However, communications will “[n]ot directly” be affected, “but if the GEO ring became unusable, there is no other altitude at which objects appear [‘]geo-stationary[‘] and so all antennas on the ground would then have to move in order to track the motion of the satellites”.

Donald J. Kessler, the lead researcher and former head of NASA’s Orbital Debris Program Office, said that “[t]he current space environment is growing increasingly hazardous to spacecraft and astronauts,” and suggested that “NASA needs to determine the best path forward for tackling the multifaceted problems caused by meteoroids and orbital debris that put human and robotic space operations at risk.”

Two events are thought to be the largest individual sources of space debris. Kessler said that “[t]hose two single events doubled the amount of fragments in Earth orbit and completely wiped out what we had done in the last 25 years”.

The first of these was a controversial 2007 Chinese anti-satellite weapon test, which smashed the decommissioned weather satellite Fengyun-1C into approximately 150,000 fragments over a centimetre in size—making up roughly twenty percent of all tracked objects—537 miles above the Earth’s surface.

The Chinese government has so far failed to respond to Wikinews’s queries regarding the incident.

The other is a 2009 collision between twelve-year-old active satellite Iridium 33 and the defunct Russian Strela-2M satellite Kosmos-2251—both weighing in excess of 1,000 lbs (454 kg)—that occurred 490 miles over Siberia, the first such collision. The Iridium satellite was replaced within 22 days, according to Iridium Communications, who operated it.

We believe this is a substantial first step in better information sharing between the government and industry and support even more robust interaction which can provide better and more efficient constellation operation.

In a statement released to Wikinews, Iridium Communications said that they “received no warning of the impending collision. Although commercial projections of close encounters (commonly called conjunctions) were available, the accuracy of those projections was not sufficient to allow collision avoidance action to be taken.” They also made the assurance that the Air Force Space Command and United States Strategic Command now provide them with information through the Joint Space Operations Center, and that “when necessary, [they] maneuver [their] satellites based on this information to avoid potential collisions. [They] believe this is a substantial first step in better information sharing between the government and industry and support even more robust interaction which can provide better and more efficient constellation operation.”

Iridium expressed their support for “[l]ong-term investment to improve Space Situational Awareness” and “[i]mproved information sharing between industry and the U.S. government”, as well as more “[g]overnment support for policy and processes which would permit sharing of high-accuracy data as required to allow reliable assessment and warning” and “[i]ncreased cooperation between the government and U.S. and foreign commercial operators.”

They maintained that “the Iridium constellation is uniquely designed to withstand such an event. Because of the resilient and distributed nature of the Iridium constellation, the effects of the loss of a single satellite were relatively minor”, and that “any other system, commercial or military, which experienced the loss of a satellite, would have suffered significant operational degradation for a period of months if not years.” Nonetheless, the company is “concerned over the increasing level of risk to operations resulting from the debris in space.”

The report makes more than thirty findings, and more than twenty recommendations to NASA. None of the recommendations regard how to clean up the debris. However, it does cite a report by the Defense Advanced Research Projects Agency (DARPA), which suggested various possible techniques for catching and removing space debris, such as magnetic nets.

However, international law does not allow one country to collect another’s debris. George J. Gleghorn, vice chair of the committee, observed that “[t]he Cold War is over, but the acute sensitivity regarding satellite technology remains”.

The debris will, in time, be pulled into the earth’s atmosphere—where it will burn up—by gravity, but more debris is being created faster than this can happen.

The report recommends collaborating with the United States Department of State on “economic, technological, political, and legal considerations.” As already mentioned, international law does not allow one country to collect another’s debris.

It is best to treat the root cause, the presence of debris in orbit, and remove the large objects before they can break up into many thousands of uncontrolled fragments capable of destroying a satellite on impact.

According to the report, “[t]he problem of space debris is similar to a host of other environmental problems and public concerns characterized by possibly significant differences between the short- and long-run damage accruing to society … Each has small short-run effects but, if left unaddressed, will have much larger impacts on society in the future.”

A spokesperson for the UK Space Agency told Wikinews that the organisation “does not have any plans to get directly involved with [the clean-up] initiative but through its involvement with NASA in the Inter-Agency Space Debris Coordination Committee, it is conducting studies to identify which objects present the biggest hazard and how many objects may need to be removed and from where.” It says that the viability of such an operation is “a question of treating the symptom or the cause of the problem. Building more physical protection is costly and if the environment deteriorates too far, becomes unviable. It is best to treat the root cause, the presence of debris in orbit, and remove the large objects before they can break up into many thousands of uncontrolled fragments capable of destroying a satellite on impact.”

The spokesperson also pointed out that “[u]nder current licensing regimes (such as in the UK), countries are now obliging operators to remove satellites from crowded regions of space at the end of operational life”.

The same infectious (viral or bacterial) organisms usually cause bronchitis or pneumonia, and the severity of the illness often relates to the overall health of the patient. Bacterial pneumonia differs from bronchitis in that it is an invasive infection of the lower respiratory system. The infection has broken through the wall of the bronchi and entered into the tissues of the lung. The infected lung tissue has blood vessels that may transport the infectious bacteria to other parts of the body, causing bodily symptoms.

In both pneumonia and bronchitis, lung inflammatory symptoms such as cough, shortness of breath, and sputum (lung mucus) production are present. Moreover, fever, sweating, and chills may be common with either bacterial or viral infections. Because there is much overlap, it is impossible to distinguish a severe case of viral bronchitis from pneumonia without a physical exam or a chest X-ray.Some indicators that pneumonia is present are * chest pain or back pain with respiration or cough (a sign of tissue invasion) * large amounts of greenish or brownish sputum * a heart rate greater than 100 beats per minute * severe and persistent symptoms that may include: fever, chills, fatigue, perspiration, cough, and shortness of breathBronchitis is considered acute and is more easily managed when it occurs in people without a long history of smoking. Long-term smokers with chronic bronchitis or emphysema who develop a flare in symptoms are considered and treated differently than nonsmokers. The very elderly and those with chronic illnesses such as diabetes or heart disease are also approached with extra caution.If you have these symptoms, always seek medical attention. The European Union has banned the 35 planes in the Pakistan International Airlines (PIA) 45 aircraft fleet from flying in EU airspace. The reason provided by EU was that these plans do not fulfill the safety requirement for international planes and thus were banned. PIA has redeployed its Boeing 777 jets from US to EU flights to facilitate passengers in Europe. Flights PK 782 and PK 790 are still running on time from Toronto in Canada.

The Oklahoma Senate approved a bill introduced by lawmaker Patrick Anderson of Enid that enables police to seize vehicles when drivers fail to produce proof of insurance. The bill was tacked onto a measure to prohibit inserting microchips into people without their permission. 91,000 drivers have been ticketed for lack of insurance in Oklahoma to date.

The New Orleans Saints have released All-Pro wide receiver Joe Horn because of money issues. The Saints hope to draft LSU (Louisiana State University) wide receiver DeWayne Bowe in the NFL Draft to fill Horn’s place.

Latest trial of the One Laptop Per Child running in India; Uruguay orders 100,000 machines

India is the latest of the countries where the One Laptop Per Child (OLPC) experiment has started. Children from the village of Khairat were given the opportunity to learn how to use the XO laptop. During the last year XO was distributed to children from Arahuay in Peru, Ban Samkha in Thailand, Cardal in Uruguay and Galadima in Nigeria. The OLPC team are, in their reports on the startup of the trials, delighted with how the laptop has improved access to information and ability to carry out educational activities. Thailand’s The Nation has praised the project, describing the children as “enthusiastic” and keen to attend school with their laptops.

Recent good news for the project sees Uruguay having ordered 100,000 of the machines which are to be given to children aged six to twelve. Should all go according to plan a further 300,000 machines will be purchased by 2009 to give one to every child in the country. As the first to order, Uruguay chose the OLPC XO laptop over its rival from Intel, the Classmate PC. In parallel with the delivery of the laptops network connectivity will be provided to schools involved in the project.

Kazaa Lite is software that allows its users to download files such as videos and audio files for free. It is a peer-to-peer file sharing program. It is commonly used to download many file types including but not limited to, mp3, videos, other audio files, documents and applications.

It is a pirated, or in other words, an unauthorized modification of the Free Kazaa Media Desktop. Free Kazaa Media Desktop was created by the Sharman Networks and its official client can be downloaded for free. Like the official Kazaa Media Desktop, Kazaa Lite is also used by thousands of people worldwide. In fact, it is almost as popular as the official client.

Kazaa Lite even has the same abilities as the Kazaa Media Desktop. It uses the popular peer-to-peer protocol, the FastTrack. FastTrack allows users of free Kazaa to share files, and that’s how users are able to download files. Kazaa has problems with the authorities because of copyright related lawsuits.

It also had some security problems because users got their PC’s infected by malware, spyware and adware. When Sharman Networks found out of the existence of Kazaa Lite, they made various methods to threaten websites that gives users the ability to download the free Kazaa Lite. They also asked Google and other popular search engines to delete all links to the the Kazaa Lite download form their database.

They did what they were asked to do and so after many months, Kazaa Lite was very hard to find. In fact, it was very rare to find a site that allows users to download it. But now, you can again find websites that give a download for Kazaa Lite.

Monday night’s Indonesian quake toll appears less than first feared

Wednesday, March 30, 2005Although Monday night’s quake off Indonesia, at 8.7 on the Richter scale, was one of the ten largest in the past 100 years, the death toll has been relatively few. Damage was also less than expected, and the feared tsunami never eventuated. But 430 are confirmed dead, with aid workers guessing a final toll of 1,000 to 2,000.

Over 270,000 died following last year’s December 26, 9.0-Richter quake and tsunami, prompting alarm when such a large quake struck on Monday night. Mass evacuations and alerts turned out to be unnecessary, when the potential hazard of a tidal wave failed to arise.

Initially Indonesian Vice-President Yusuf Kalla put the number of dead at the island of Nias, near the quake’s epicentre, at up to 2,000. But officials who flew over the area said the damage could be less than expected.

Indonesian National Coordinating Disaster Relief Agency said only 330 were so far confirmed dead at Nias, with a further 100 coming from another island, Simeuleu, according to the head of the health office in Aceh province, Mulya Hasjmy, and numbers expected to rise as workers further explore the rubble.

The quake occurred offshore, with its centre around 205km west of Sibolga on Sumatra island, and 245km southwest of Sumatran city Medan, about 320km from that of the quake which caused December’s tsunami.

Oxfam aid workers at Gunung Sitoli, the main town on Nias, described the scene. “The water system has failed completely and huge holes have been made in the roads,” said Alessandra Villas-Boas. “Bodies are being pulled from the rubble as I speak.”

President Susilo Bambang Yudhoyono has declared a state of emergency, and is to visit Nias today. The airport there was found to be intact, patients were receiving medical treatment already, and a field hospital was in the process of being erected on mainland.

5-year old American girl dies after visiting the dentist

Diamond Brownridge, a 5-year old girl from Chicago, Illinois, has died after a visit to the dentist. Children’s Memorial Hospital officials say that the girl was rushed to the hospital when she never woke up after being sedated for a dental procedure. She had been in a coma, on life support, since being admitted to the hospital early in the weekend.

“She passed very peacefully and beautifully,” said the hospital in a statement that the family issued.

Ommettress Travis, the mother of the girl, was asked not to remain inside the room while dentists were operating on the girl to repair two cavities and to have at least two caps replaced. Travis says after thirty minutes she was asked to come back in and found Brownridge not breathing, in the dentist chair.

Hicham Riba, a specialist and professional in anesthesia, who was also licensed, was the dentist in charge of the procedure.

“My family and I are so sad. May God bless Diamond and her family. Every time you have a tragedy like this, you pray more. I don’t think I will ever go back to a normal life after an experience like this,” Riba said in a statement on Wednesday, September 28.

According to the family, the girl had been given at least a triple dose of medicine that sedated her. Those drugs include: nitrous oxide gas, a single dose of an “oral agent” and an IV.

A judge has ordered that all equipment and materials used during the operation be protected and examined. The girl’s medical records have also been ordered to be examined.

There is no word on whether or not any charges will be filed against Riba or any of the dentist’s staff.
